Enterprise development practice of Hungarian local governments

The presentation deals with the enterprise development tools of Hungarian local governments in a historical perspective. The change of the Hungarian gov- ernmental system basically has transformed the room for manoeuvre of the local governments. The tasks, the responsibilities, the amount and ratio of own re- sources, the development tools and possibilities of local governments have been changing continuously in the last decades. During this time there was a change within the set of expectations towards the local governments came from the local stakeholders as well as local inhabitants as local entrepreneurs. The research summary presents the local effect came from the national legislative framework while focuses on the enterprise development approaches, tools and practices of Hungarian local governments. The presentation also deals with the local stakeholders expectations for local (development, living and functional) condi- tions based on some primary empirical researches. Finally there were a primary empirical survey among small and medium sized enterprises about their location factors and these factors’ local governmental determination, which shows some interesting results (strong emotional and family localization binding, less empha- sis on the hard infrastructure and the so called classical public services, problems with the local labour markets, educational outputs and high level of migration).
