Goals of paper

• To define the theses of research

• Identfy the fields of environment of settlements

• Defined the different roles of local governments

• Find relations between the toolkits of roles and the fileds of environment

• Show the possibilties of mathematical modelling

Theses

1. The aim of the local governments is to adapt to the environmental terms by changing one or more environmental factors.

2. The effective environmental factors are covered by the range of the

PESTEL analysis.

3. The wanted economic developmental goal and the results of the development could exactly be identifiable by the PESTEL analysis.

4. Because of the diversified roles of the Hungarian local governments they are equally able to enhance or weaken each other.

5. By using the devices systemically, the development by the previously fixed objectives is available for the affected economy of the settlement.

Further research possibilities

•To each fields, rows and columns of the matrix could be assigned indicators

•Develop tools to count the indicators

•Develop the inidcator- system to the level of defining goals and planning economy
