Rector’s Order No. 16/2021

on the implementation of the sixth stage of gradual lifting of the protective measures introduced in relation to the third wave of the coronavirus epidemic

In view of the sixth stage of gradual lifting of the protective measures, with regard to the government decrees regulating the protective measures during the state of danger, I impose the following measures at the University of Miskolc (hereinafter: University), applying to all university citizens in employment, assignment or student relations with the University.

I. General provisions

1. The buildings of the higher education institution may only be visited by healthy people who do not show symptoms of coronavirus disease.

If you notice any symptoms, contact your GP or university doctor immediately by phone. Contact details of the doctor’s office on campus during consultation hours (7.00-18.00): +36 46 / 565-391, 0646 / 565-111 / 14-93. Outside consultation hours or on weekends, please call the local emergency number on +36 46 / 477-104.

2. Medical masks, safety masks or masks made of textile or other materials can be worn and the use of the mask cannot be prohibited.

II. Dormitory issues

1. The dormitories of the University are open as required and their use is regulated by the government decrees on protective measures.

2. Students can apply for summer dormitory accomodation - information is available on the website of Bolyai Student Hostel.

3. Students staying in the dormitories shall follow the regulations of the dormitory management and in case of falling ill they shall send an immediate alert and stay in the designated area until action is taken.

4. Only healthy people who do not show symptoms of novel coronavirus disease and feel healthy can stay in the dormitories.

5. It is recommended to determine the number of people in the rooms in order to take advantage of the available space, in accordance with the appropriate hygiene rules.

6. Information about the order of the dormitory must be placed at the entrance.

7. Rules of co-habitation

 Students must not use each other's items or clothing, or if they do, they must disinfect them after use.

 Food must be stored in the refrigerator in closed containers.

8. Designation of rooms required for isolation

 At least 5% of the rooms must be left empty for isolation and official quarantine.

 The care of quarantined students must be provided in accordance with epidemiological rules.

In case of suspicion of infection, the person concerned must be isolated as soon as possible, after which the university doctor or the city emergency service must be contacted at the contact details set out in Point I.

III. Special rules relating to the commercial use of dormitories

Guests arriving for business, economic or educational purposes are welcome.

IV. Holding events, meetings

1. Events can be held at the University in accordance with Government Decree No. 484/2020. (XI.

10.). Exceptions to this are music and dance events which can be organised in accordance with the Section 6/B of Government Decree No. 484/2020. (XI. 10.).

2. Any meetings, consultations can be held either on-line or in person.

V. Order of sports activities

The sports facilities of the University are open in accordance with Government Decree No.

484/2020. (XI. 10.).

University faculty, researchers, and other employees are permitted to travel abroad and receive foreign guests under the legislation in force.

VII. Order of entry

The buildings of the University are open to outside visitors who show no symptoms of the coronavirus. Entry is regulated according to the normal pre-virus summer schedule.

VIII. Provisions concerning university sevices

The university canteen as a factory canteen is open to university employees and students, dine-in is available while ensuring increased compliance with epidemiological rules.

IX. Cleaning guidelines

1. Virucidal surface disinfection is performed in all educational and community spaces, together with the required documentation.

2. Frequently touched surfaces (door handles, lift knobs, switches, handles, railings, etc.) must be disinfected regularly, at least every two hours.

3. Rooms must be continuously ventilated as naturally as possible. If possible, air conditioning must be avoided. If a split air conditioner is used, the appliance must be set so that it does not cause a large air flow in the lower half of the room.

4. In dormitories, bed linen must be collected in a closed system (e.g. plastic bags) and washed using disinfectant.

5. Liquid soap, paper hand towels and toilet paper must be placed in the toilets, hand sanitizer is available in the corridors and public places.

6. The placement, refilling and control of hand sanitizer is a continuous task.

7. Only employee’s own or disposable items may be used for meals.

8. Hand washing or using hand sanitizer before and after using common kitchen utensils (e.g.

microwave ovens, coffee makers) is compulsory.

X. Order of work

1. Academic staff, researchers and teachers may continue to carry out their educational and related activities working from home, but may be instructed by their supervisor to appear in person if necessary for the performance of their work or related tasks.

2. Non academic/ research / teaching staff shall perform their duties working in person.

3. The flow of business necessary for the operation of the University must be ensured, so it is the duty and responsibility of the head of each unit to ensure the implementation of the tasks and provision of uninterrupted and smooth processes.

4. Particular attention should be paid to employees over the age of 60, those suffering from chronic diseases, those with young children and those raising raising a child requiring special attention due to his/her illness and/or health when making working arrangements (working from home/work schedule). At their request, after individual consideration, in certain cases requiring special consideration, the person responsible for directing work may order work from home/flexible work schedule. In case of working from home/flexible working schedule - based on the agreement with the employee - the person responsible for directing work shall plan and prescribe the schedule of working hours, check the performance of tasks, while keeping in constant contact with the employee concerned. The employee is obliged to keep a record of working hours in case of working from home/flexible working schedule, as well.

5. In the event that the employee is unable to work in person and, due to its nature the task is not possible to be performed from home, the employer may order the employee to take paid leave. If the employee has exhausted his/her annual leave, he/she may be granted justified absence without pay.

6. The work area must be disinfected regularly during the day and thoroughly at the end of the day.

XI. Closing provisions

I will provide information immediately in the event of a change in the epidemiological situation, so all university citizens are asked to monitor the communication platforms of the University on a regular basis.

I ask every leader to act prudently when executing the order.

I would like to draw the attention of all university citizens to the importance of vaccination to take responsibility for our own health and the health of others.

This order shall enter into force on the day after the Interior Minister determines that the first dose of vaccine against Covid-19 has been administered to a population of 5.5 million and its provisions shall remain in force until further notice. At the time time, Rector’s Orders No. 13/2021 and 14/2021 shall be repealed.
