ABSTRACT
In recent decades, locality, regionalism, nation-states, EU integration etc. concepts have appeared in different ways and values in both geography and public
administration. The Covid-19 virus crisis initiated fundamental changes and
rearrangements, the long-term course of which cannot yet be judged. The “state of dependence” and even almost vulnerability of individual has come to the fore more than ever before at any time after during the Second World War period. In the process of transformation, it will take a long time to decide whether local governments, the Member States or the EU will be strengthened.
