A Magyar Népköztársaság Kormánya nevében üdvözlöm a. Szeminárium
valamennyi nésztvevőjét, vezetőit, szervezőit.Örülünk annak, hogy a Szeminárium hazánkban került megszervezésre, s
reméljük, hogy munkája eredményes lesz. Reméljük, hogy a Szemináriumon a tapasztalatokat kicserélve a résztvevők tanulnak egymástól, gazdagítják isme—reteiket. Habár különböző gazdasági és társadalmi rendszerű országokból gyűl—
tünk össze, a tapasztalatcsere mégi-s hasznos, mert problémáink hasonlók, közü—
lük sok teljesen azonos.
Abban is reménykedünk, hogy kedves vendégeink nemcsak tudományos ismereteiket bővítik, hanem hazánk egyes tájaival, intézményeivel, mezőgazda—
sági üzemeivel, szép fővárosunkkal is meg fognak ismerkedni. Reméljük, hogy ezeken a kirándulásokon jól fogják magukat érezni, s igy a munka mellett jut

juk a Szeminárium tisztelt résztvevőit.A FAO—nak magasztos céljai vannak. A ,,Fiat panis" jelmondat az emberiség legszebb eszméi közé tartozik. Ma, amikor a föld egyes részein emberek milliói éheznek, másutt pedig élelmiszerbőség van, szükségesek az ilyen találkozások, amelyek a népek közötti korlátok felszámolását is célozzák, ugyanakkor hozzá—
járulnak ahhoz, hogy a mezőgazdasági termelés fejlődjék. A statisztika a nép- gazdaság, igya mezőgazdaság fontos segítője, érzékeny műszere. Szükséges ezért azokat a statisztnkai módszereket széles könben ismertetni, amelyek segitségével a mezőgazdaság, a termelés mechanizmusa, szinvonala megismerhető.
Az élet mai, rohanó tempója mellett a gazdálkodás tervszerű irányítása szükségszerű feladat. A tervezés, a gazdálkodás irányítása statisztikai adatok ismerete nélkül eképzelhetetlen. Ismerni kell a gazdasági élet valóságát, 'a mező—
gazdaság összetételét, egyes folyamatait, amelyek sokszor nagyon bonyolultak.
sokrétűek. Nemcsak a mezőgazdaság állapotát kell ismernünk, hanem a termelés alakulását, mozgását is. A mezőgazdaságban vég—bemenő változások megismeré—
séhez igen jó eszköz a reprezentatív módszer, amely gyors, egyszerű, emellett olcsó eljárás, és előnyösen alkalmazható olyan helyeken is, ahol a teljeskörű összeirásnak anyagi vagy egyeb akadályai vannak.
A reprezentativ módszer létjogosultsága körüli vita régen lezárult ugyan, megsem állíthatjuk azt, hogy ma már sohasem találkozunk meg nem értéssel.
A meg nem értés legyőzéséhez mindenekelőtt türelemre, szakértelemre és nem utolsósorban a nemzetközi tapasztalatok megismerésére van szükség.
Reméljük, hogy a Szeminárium tanulságos ismertetések, Viták színhelye lesz, ahonnan mindenki a nepnezentátív telvételek szükségességének tudatával,

nába visszatérni.

On behalf of the Government of the Hungarian Peoplés Republic I welcome all the participants, leaders and organizers of the Seminar.
* We are glad that the Seminar has been organized in our country and hope that its work will be a success. By exchangi—ng their experíemoes at the Seminar,

the participants ame expected to learn from one another, to enrich their knowledge.
Although we have assembled from countries with different economic and social systems, still, an exchange of the experience: will be useful, for our problems are similar, many of them are fully identical.
We further hope that our kind guests Will not only extend their scientific knowledge but will also get acguainted With our country, with its institutions, egri—
cultural farms and With our beautiful capital. We hope they Will have a good time at these excursions and will spend also a little time —— beside their work — on entertainment. We want to support the honourable participalnts of our Seminar also in this respect.
FAO has noble aims The motto ,,Fiat penis" is one of the noblest ideas of menkind. Today, when in some parts of our Earth millions of people suffer from hunger while in other parts there is abundance in food it is necessary to hold such meetings whose aim is also to eliminate the barriers between peoples and at the same time, to contribute to the development of agriculture. Statistics offers an im—
portant aid to the national economy so also to agriculture. It is, therefore, necessary to review on a Wide scale the methods of statistics by the aid of which one can become familiar With agriculture, with the mechanism and level of its production.
At todays rapid rate of life the planned direction of the economy is an inevitable task. Without the knowledge of statistical data, planning, the direction of the econo—
my, cannot be realized. We have to know the economic life in its reality. the structure of agriculture, its individual processes, which are, sometimes, very oomplicated and manysided. We have to know not only the conditilons of agriculture but also the development of its production. The sampling method offers a very good tool to get acouainted with the changes in agrioulture; it is a duick. simple and cheap technioue and can be applied successfully also there where the performance of full—scope censuses encounters financial or other difficulties.
Though the debate on the reasons for existence of the sampling method has been closed since long, still it cannot be said that also the lack of understanding is fully elirnlinated. Whvat we need in order to overcome the lack ott understanding is, first of all, patience, expertness, and, last but not least, a knowledge of the inter—
national experiences.
We hope that the Seminar will be a forum of instructive reports and discussions, and all the perticipants of it will return home convinced about the necessity of the sampling method, with valuable experiences and With the knowledge of new methods.
Finally, on behalf of the Hungarian Government may I wish much success and a fruitful work to all the participants of the Seminar.
