, A STATISZTIKA FELADATAI

A XII. KONGRESSZUS HATÁROZATAINAK TUKREBEN

35 évvel ezelőtt megnyíltak az új szocialista társadalom és az új gazdasági rend

kialakításának lehetőségei. Ez időtől kezdődően a munkásosztály pártja lett az or-

szág, a szocializmus építésének irányítója, szervezője. Az építés érdekében kifejtett közös munkáról, az ország helyzetéről az időről Időre megtartott pártkongresszus készít mérleget, határozza meg a követendő politikai irányvonalat, az előrehaladás

irányát. az elérendő célokat.

A Magyar Szocialista Munkáspárt most végetért XII. kongresszusa számba véve eddigi fejlődésünket. újabb célokat tűzött ki. Mind a számadás készítésében, mind az új célok és feladatok meghatározásában fontos és megtisztelő szerep jutott a több mint 100 évre visszatekintő statisztikai szolgálatnak. A 100 éves múltból a szo- cialista statisztika immár több mint 30 évet mondhat magáénak. Visszatekintve e 30 évre önteltség nélkül elmondhatjuk, hogy statisztikai szolgálatunk -— miközben min—

denkor tisztelettel adózott a haladó szellemű elődök munkásságának —— lényeges és gyors fejlődésről adhat számot.

A magyar szocialista statisztika eredményes 30 éves útját. feltételeit és követel- ményeit egyaránt meghatározta a megváltozott gazdasági és társadalmi helyzet, a magyar szocialista tervgazdaság és az erre épülő szocialista társadalom kialakulása.

Az új szükségleteknek megfelelő állami statisztikai szervezet létrehozásában jelentős tényező volt a Szovjetunió statisztikai szolgálatának baráti segítsége, napjainkban pedig a szocialista országoknak a Kölcsönös Gazdasági Segítség Tanácsában való magas szintű és sokoldalú együttműködése. Ezen túlmenően hazánk bekapcsolódott az egész világot behálózó nemzetközi szervezetek statisztikai munkásságába is. Vé- gül, de nem utolsósorban a tudomány és a gépesítés eredményeinek egyre fokozot- tabb felhasználása is lényeges mozzanat a magyar szocialista statisztika korszerűsí—

tésében.

Az átalakulást nagymértékben segítette, hogy a nagyszabású gazdasági építés nyomán megfelelő kulturális forradalom ment végbe, megsokszorozva a kiművelt emberfők számát. Csak példaként említjük. hogy 30 év alatt közel háromszorosára nőtt a szellemi foglalkozásúak aránya, jelezve az oktatás demokratizálódását; a

munkásság és a parasztság soraiból a magasabb képzettségűek soraiba való át-

óramlást is.

Párt— és állami vezetésünk. felismerve a statisztika jelentőségét, olyan statiszti—

kai szervezet létrehozását szorgalmazta, amely az állami, gazdasági és társadalmi

élet irányításához szükséges fokozott igények kielégítésére képes. A törvényhozás

az elmúlt 30 évben a kor követelményeinek megfelelően két törvénnyel, "az 1952. évi VI. és az 1973. évi V. törvénnyel biztosította a fejlődés lehetőségét. Az előbbi jog- szabályt még a centralizációs törekvések jellemezték, ugyanakkor kialakítva az ál-

lamigazgatási Szervezethez igazodó területi statisztikai szervezetet is. Ebben az idő-

ben a gazdasági kérdések állottak az érdeklődés homlokterében. ezért a hivatalos

statisztika is a gazdasági folyamatok elemzését állitotta a munka középpontjába.

Az 1973. évi V. törvény már tükrözi az újabb fejlődést, mikor a gazdasági szerve- zetre épülő társadalmi—gazdasági beszámoló- és tájékoztató rendszer eddigi ered-

ményeit a munkamegosztás. az állami és az igazgatási statisztika integrációjának

jegyében szabályozza. _

A lenini utat járva pártunk kongresszusai többször hangsúlyozták, hogy a gaz—

dasági építőmunkának minden más területet meghatározó jelentősége van. Ez a megállapítás jelenlegi helyzetünkre még fokozottabban érvényes. Ez azonban nem jelenti azt. hogy a szociális. kulturális építőmunka feladatai elhanyagolhatók; akkor

sem. ha tudjuk, hogy e területek fejlesztésének anyagi feltételei is megnehezedtek.

Igazán magas színvonalú termelést csak úgy érhetünk el, ha a munkát kulturáltabb dolgozók végzik. A termelési technika szinvonalának emelkedése. a technikai folya—

matok bonyolultabbá válása parancsolóan követeli a hozzáértőbb, magasabban is—

kolázott és képzett dolgozók tömegeit. Kulturólt tömegek nélkül igazi demokrácia sem képzelhető el. A műveltség, az olvasottság. a szakértelem alapvető feltétele an—

nak. hogy a dolgozók valóban élni tudjanak demokratikus jogaikkal.

A Magyar Szocialista Munkáspárt Xll. kongresszusának tézisei, amelyek az em- beri értékek minőségi fokozását tűzik ki célul. a statisztika számára is megjelölik

a feladatokat. A statisztikai szolgálat tevékenységében az eddiginél nagyobb sze-

rephez jutnak azok az elemek. amelyek az ország társadalmának és gazdaságának

egészére. annak belső struktúrájára és kapcsolatrendszerére vonatkoznak. Annak

ellenére, hogy a kapcsalatrendszerek áttekintésére, elemeire, tényezőire bontására

a statisztika már ma is rendelkezik olyan módszerekkel, technikai adottságokkal,

amelyekre a további fejlődés épülhet. különösen szükségesnek látszik az integrált összehangolt fejlesztés elsősorban a társadalomstatisztika területén.

Ma még gyakran önálló életet élnek a gazdaságstatisztika és a társadalomsta- tisztika különböző elemei. Fel kell azonban ismerni ezek kölcsönhatását is. Külön vizsgálatot érdemel például. hogy a gazdasági jelenségek megváltozása, (: gazda- sági folyamatok hatása hogyan érvényesül a társadalomban. annak egyes rétegei- ben. Hogyan alakul az élet minősége, hogyan élnek például a nyugdíjasok, a fia- talok, a pályakezdők stb. Ugyanígy vizsgálandó az is, hogy a társadalmon belül vég-

bement változásoknak milyen hatása van a gazdasági életre.

Fejlődésünkben jelentős szerepet játszhatnak a tudományos kutatások, ame—

lyek társadalmi—gazdasági haladásunk tartalékait hozhatják felszinre. Ezért emli—

tésre érdemes az a munka, amelynek célja a tudományos kutatás és fejlesztés irá—

nyítási és információs rendszerének kialakítása.

Mindezeknek az összefüggéseknek és napjaink sok más időszerű társadalmi—

gazdasági kérdésének vizsgálatához gazdag anyagot nyújt a szocialista statisztika fennállása óta 1980-ban immár negyedizben végrehajtott népszámlálás, melynek feldolgozása a legkorszerűbb módszerekre épül. A népszámlálási mintán alapuló

Egységes Lakossági Adatgyűjtési Rendszer (ELAR) által nyújtott lehetőségek kiakná—

zásával pedig eddig még nem vizsgált összefüggések is feltárhatók lesznek társa-

dalmunkban.

A magyar szocialista statisztikai szolgálat feladata nemcsak számszerű informá- ciók nyújtása. hanem azok elemzése. értékelése. a jelenségek és folyamatok minő—

sítése is. Ez a döntésekért felelős szervek számára alapvető és nélkülözhetetlen. Az eltelt évtizedek alatt ezen a téren is jó módszerek alakultak ki. de az élet új követel—

ményei a módszerek állandó tökéletesítésének kérdését is napirenden tartják.

A statisztikai szolgálat elemző tevékenységéhez szorosan kapcsolódik a gaz—

dasági és népességtudományi kutató tevékenység is, melyet gyakorlatunkban a Köz-

ponti Statisztikai Hivatalhoz csatolt két önálló intézet keretében végeznek. A mun—

két olyan módon kívánjuk továbbfejleszteni, hogy e tevékenységeket a két intézet ne elkülönülve, hanem a hivatalos statisztikai apparátussal szorosan és szervesen

együttműködve lássa el. lgy alkalom lesz a szellemi erők sokoldalúbb kihasználá—

sára. olyan alkotó közösségek kialakítására, amelyek megvitathatják a gazdaság—

kutatás vagy a népességtudományi kutatás egyes témáit, és közösen kialakított né- zetekkel léphetnek a nyilvánosság elé.

Az 1980-as években megoldandó feladatok nélkülözhetetlenné teszik a statisz- tikai szolgálat különböző területen dolgozó szakembereinek képzését, tudásuk el-

mélyítését. Ez is elő fogja segíteni, hogy a statisztikai szolgálat felkészülten várhas-

sa a XII. kongresszus határozatainak megvalósításában ráháruló feladatokat.

SUMMARY

35 years ago the possibilities were given to form a new, socialist society and1 a new eco—

nomic system. From that time on the party of the working class became the leaderand organ- izer of the country and of socialism. Party congresses held periodically size up the common work exerted in building the country and the actual situation of it: moreover. they determine

the policy to be followed as well as the course and targets of the progress. _

The 12th Congress of the Hungarian Socialist Workers' Party which took place just now, when taking into account the development of the country. set new aims. Both in the prepara- tion of the account and in the determination of the new aims and tasks important and ho—

nourable role was assigned to the statistical service having a past of more than 100 years.

Socialist statisics may already look upon as its own more than 30 years of this period. Look- ing backward on these 30 years, it can be said without self—conceit that Hungarian statistical service —- while always payed homage to the work of the progressive ancestors -—- may ac- count for a notable and fast development.

The successful 30 years progress of the Hungarian socialist statistics, its conditions and demands for it were eaually determined by the transformed economic and social conditions by the development of the socialist planned economy and of a socialist society built upon it.

ln following the new reauirements, significant factors contributed to the building of the state statistical organization, namely: the aid of the statistical service of the Soviet Union and, in our days, the multilateral co—operation on high level of the socialist countries within the Council of Mutual Economic Assistance. in addition to this, Hungary joined also the manifold statistical activities of the international organizations coVering the whole world. Last but not least the increasing use of the results of sciences and computerization is also an important element in modernizing Hungarian socialist statistics;

A condition of the change was that following the vast economic development appro- priate cultural revolution had to take place which multiplied the number of educated per- sons. it should be mentioned by way of illustration that the proportion of intellectuals has shown a nearly three-fold increase in 30 years, demonstrating the democratization of edu- cation as well as the flow of the workers and peasants to the ranks of those having higher aualifícation.

The party and government leadership in Hungary, having realized the importance of statistics, urged on forming a statistical organization capable of meeting the increasing demands brought about by the government as well as by the economic and social life.

Legislation ensured the possibility of further development in the last 30 years. in accordance with the reauirements of the age, by passing two Acts: Act Vl of 1952 and Act V of 1973.

The first was characterized by the efforts of centralization; nevertheless it formed the regional statistical organization, conform to the state administration network. Since economic issues were at that time in the foreground, official statistics also placed in the centre the inves- tigation of economic processes. Act V of 1973 truly reflects further development while it re- gulates the socio-economic accounting and information system built on the economic organ- izatíon, with a view to the division of labour and the integration of state and administrative statistics.

The Hungarian party congresses stressed several times that economic activity is deter—

minant of all other fields. This statement is much more valid in the present conditions of the country. lt doesn't mean however, that the tasks of social and cultural activities are negli- gible; even though it is well known that the material conditions of the development of these fields became scarce. A really high production level can only be attained if the work is performed by more aualified workers. The increase in the level of production techniaues, the fact that technical processes are getting more complicated reauire imperatively masses of skilled, highly aualified workers. Also the real democracy cannot be imagined without cul—

tured masses. Education, erudition and professional skill are fundamental reauirements of workers excercising their democratic rights.

Within the activities of the statistical service greater part will be assigned[ to elements re—

ferring to the society and economy of individual countries as a whole. to the structure and relationships of the latter. The methods and technigues for surveying these reiationships, for analysing its elements and factors are available. Further development can be based on them.

while integrated and harmonic development seems to be necessary. especially in the tie—id of social statistics.

Various elements of economic and social statistics exist nowadays often seperately but their interdependencies must be realized. Careful studies are needed for instance on how the economic changes, the effect of economic processes assert themselves in the society and in its different strata: how the auality of life develops; how, for instance Pensioners, the youth or those starting their career etc. live. with special regard to the influence exerted

by social changes upon economic life.

Scientific research work may also have a significant part in the development of the country. through bringing to the surface the resources f the socio—economic progress. There- fore it—is worthwile to mention the work aimed at the elaboration of the control and infor-

mation system of research and development. .

Plenty of material is provided for the investigation of these relationships and of several other current socio-economic issues by the population census of 1980, carried out for the fourth time since the establishment of socialist statistics. the results of which are being pro- cessed by means of up-to-date methods. Through exploitation of the possibilities provided by the Uniform System of the Collection of Population Data (the Hungarian abbreviation is ELAR), based on a census sample, special issues so far unknown can also be explored.

The task of the socialist statistical service in Hungary is not only to provide numerical information but also to analyse and evaluate the data, to aualify the phenomena and pro- cesses. All this is of primary importance for the organs which make decisions. Although adeauate methods were evolved in this field, too. in the past decades, the new demands of life place the auestion of continuous improvement of the methods on the agenda.

The analytic activities of the statistical service are closely linked with economic and demographic research work carried out in Hungary by two independent institutions, attached to the Central Statistical Office, The work shoud be improved in the manner that the two institutes perform these activities not seperately but in close and organic co-operation with the official statistical administration. Thus there is a chance of more versatile utillzation of the intellectual resources, of the formation of creative communities which may discuss severai

topics of economic and social interest.

T'ne tasks to be accomplished in the 1980ies make inevitable the training of experts of different fields of the statistical service as well as the extending of their knowledge. lt enables the statistical service to look forward to the tasks to be accomplished in implementing the

decisions of the 12th Congress of the Hungarian Socialist Workers Party.
