Rector’s Order No. 19/2021

on conducting the academic year 2021/2022 during the state of danger

In view of the Sectoral Recommendation of the Ministry for Innovation and Technology’s State Secretary for Higher Education, Innovation and Vocational Training on starting the academic year 2021/2022 during the state of danger (hereinafter: Recommendation), with regard to the government decrees regulating the protective measures during the state of danger, I impose the following measures at the University of Miskolc (hereinafter: University), applying to all university citizens in employment, assignment or student relations with the University. The territorial scope of the order shall apply to all buildings and installations on the premises of the University of Miskolc.

As a primary consideration, the Recommendation considers the prevention of the spread of the coronavirus pandemic, the protection of the life, health, personal, property and legal security of those involved in higher education, and guaranteeing the continuity of higher education and institutional stability.

The basic rules for the control of the coronavirus epidemic are laid down in Government Decree No. 484/2020. (XI. 10.) on the second phase of protective measures applicable during the period of state of danger (hereinafter: Government Decree).

I. General provisions

1 The buildings of the higher education institution may only be visited by healthy people who do not show symptoms of coronavirus disease.

2 On campus, indoors (in particular in classrooms, customer services offices and corridors) it is mandatory to wear a medical mask, a safety mask, or a mask made of textile or other material in such a way that it continuously covers the nose and mouth. The only exception to this is academic staff with an immunity card during classes. In addition, university staff are not obliged to wear a mask in their own office where a distance of at least 1.5 meters is provided.

3. On 3 July 2021 Section 8 of the Government Decree ceased to have effect, so education may not necessarily be conducted exclusively in a digital environment. With regard to the above provision, the autumn semester of the academic year 2021/2022 shall be conducted in the form of in-person education.

4. A person protected from coronavirus is someone who presents an official verification (hereinafter: immunity card) in accordance with Government Decree No. 60/2021 (II. 12.) on certifying immunity to coronavirus.

4. b) If any right provided by Government Decree No. 484/2020. (XI. 10.) may be exercised in case of protection from coronavirus, the person intending to exercise this right may be called upon to present the immunity card in order to certify immunity.

4. (c) It shall be equivalent to the presentation of an immunity card if the person concerned certifies immunity to coronavirus by an application specified in Government Decree No. 60/2021 (II. 12.) on certifying immunity to coronavirus.

4. d) When certifying immunity to coronavirus, the person concerned may be called upon to present an official verification card suitable for verifying identity.

4. e) It shall be equivalent to the presentation of an immunity card if the non-Hungarian national or the Hungarian national not domiciled in Hungary certifies immunity by presenting an EU Digital

COVID Certificate specified in Regulation (EU) 2021/953 of the European Parliament and of the Council of 14 June 2021 on a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates (EU Digital COVID Certificate) to facilitate free movement during the COVID-19 pandemic.

4. f) In addition, for the purposes of the Government Decree, a person protected from coronavirus shall be someone who has a protection certificate issued by a state recognized by Hungary and established by a decree of the Minister responsible for foreign policy in agreement with the Minister responsible for border protection and who presents the certificate of protection issued to him/her.

II. Dormitory issues

1 The dormitories of the University are open, their use is regulated by the government decrees on protective measures.

2 Students moving in the dormitories must follow the regulations of the dormitory management and in case of falling ill they must send an immediate alert and stay in the designated area until action is taken.

3 Only healthy people who do not show symptoms of novel coronavirus disease and feel healthy can stay in the dormitories.

4 Information about the order of the dormitory must be placed at the entrance.

5 Rules of co-habitation:

 Students must not use each other's items or clothing, if they do, they must disinfect them after use.

 Food must be stored in the refrigerator in closed containers.

6 The care of quarantined students must be provided in accordance with the epidemiological rules.

7 In dormitories, it is mandatory to wear a mask; an exception to this is the student’s own room.

In case of suspicion of infection, the person concerned must be isolated as soon as possible, after which the university doctor or the city emergency service must be contacted at the contact details set out in Point I.

III. Holding events, meetings

1 Events can be held at the University in accordance with Government Decree No. 484/2020. (XI.

10.).

2 Any meeting can be held either online or in person.

3 A person protected from coronavirus and a person under the age of 18 years under his/her supervision may attend a sporting event and a cultural event requiring an entrance ticket.

4 If the higher education institution organises an assembly which does not qualify as a sporting event, cultural event, musical or dance event and if it is held outdoors and attended by less than five hundred people (in addition to those employed there) persons not protected from coronavirus may attend. In the presence of five hundred or more people, only persons protected from coronavirus and persons under the age of 18 years under his/her supervision may attend the assembly.

5 If the assembly is held indoors, only persons protected from coronavirus and persons under the age of 18 years under his/her supervision may attend the assembly (in addition to those employed there).

6 The rector may grant an exemption from the obligation to wear a mask at certain events.

IV. Order of sports activities

The sports facilities of the University are open in accordance with Government Decree No.

484/2020. (XI. 10.).

V. Restrictions on travels

Academic staff, researchers, and other employees are permitted to travel abroad and receive foreign guests under the relevant legislation in force.

VI. Order of entry

The buildings of the University are open to outside visitors who show no symptoms of the coronavirus. Entry is regulated according to the normal pre-virus schedule on understanding that it is manadatory to apply the disinfectants made available upon entry.

VII. Provisions concerning university services

1. The university canteen as a factory canteen is open to university employees and students, dine-in is available while ensuring increased compliance with epidemiological rules.

2. It is mandatory to wear a mask except during meals.

3. These rules shall apply to snack bars on campus accordingly.

VIII. Cleaning guidelines

1 Virucidal surface disinfection shall be used in all educational and community spaces, together with the required documentation.

2 Frequently touched surfaces (door handles, lift knobs, switches, handles, railings, etc.) must be disinfected regularly, at least every two hours.

3 Rooms must be continuously ventilated as naturally as possible. If possible, air conditioning must be avoided. If a split air conditioner is used, the appliance must be set so that it does not cause a large air flow in the lower half of the room.

4 In dormitories, bed linen must be collected in a closed system (e.g. plastic bags) and washed using disinfectant.

5 Liquid soap, paper hand towels and toilet paper must be placed in the toilet rooms, hand sanitizer shall be available in the corridors and public places.

6 The placement, refilling and control of hand sanitizer is a continuous task.

7 Only the individual’s own or disposable items may be used for meals.

8 Hand washing or using hand sanitizer before and after using common kitchen utensils (e.g.

microwave ovens, coffee makers) is mandatory.

IX. Order of work

1. Academic/research/teaching staff shall perform their educational and related duties working in person.

2. Non academic/research/teaching staff shall perform their duties working in person.

3. In the event that the employee is unable to work in person and, due to its nature the task is not possible to be performed from home, the employer may order the employee to take paid leave. If the employee has exhausted his/her annual leave, he/she may be granted a justified absence without pay.

4. The work area should be disinfected regularly during the day and thoroughly at the end of the day.

X. Final provisions

I will provide information immediately in the event of a change in the epidemiological situation, so all university citizens are asked to monitor university communication platforms on a regular basis.

I ask every leader to act prudently when executing the order.

I would like to draw the attention of all university citizens to the importance of vaccination to take responsibility for our own health and the health of others.

This order shall enter into force as of 4 October 2021 and its provisions shall remain in force until further notice. At the same time, Rector’s Order No. 18/2021 shall be repealed.
