Research Questions

-The consolidation of the civil society will conduct to the development of the social capita.The projects results can be sustained for a long time by the organizations only if they have a high level of institutional capacity

-The institutional capacity building has a major importance in the European territorial cooperation and international development of this kind of cooperation and in this way we sustain that the institutions that realized PHARE CBC/INTERREG/ETC projects were able to carry out from this funds institutional capacity building between and with help of the partners who were involved in projects.

How to analyze the social capita in the border regions

• Cross border networks: analyse of the institutions, resources that can conduct for the improvement of the social relations, the typical people-to-people meetings

clusters and networks, opening from the

Cross border indicator (II.)

• Will increase the level of interest of the local actors in the cross-border projects

• Will generate public debates between the local actors about the topic: what are the real expectations of the citizens from the border area

• Will offer one methodological proof about the reform initiatives of actors in border area

• Will offer a base of comparison for other institutions who work in all border regions at the European level

• Will offer information about the problems met by the local actors and try to propose solutions for this problems

Cross border indicator (III.)

The final value of the level of capacity building will be expressed for instance:

Between 25-40 the condition of institutional capacity building exist

Between 10-25 the institutional capacity building meets some problems, but the general conditions for the institutional modernizing and reorganization exist

Between 0-10 the institutional capacity building is

conditioned by serious problems
