ENROLLMENT IN THE HUNGARIAN STATE HEALTH INSURANCE SYSTEM (TAJ) FOR NON-HUNGARIAN CITIZENS (full-time, enrolled students at CEU)

A. EU citizens (residents of the European Union, Iceland, Norway, Liechtenstein and Switzerland) can reside in Hungary with the following types of valid health insurance:

1. Valid insurance in the home country’s state health insurance system, if students bring a valid EHIC (European Health Insurance Card) to Hungary. A copy of the valid EHIC must be submitted to the CEU Student Center (Nador 11, Room 304 or studentlife@ceu.edu).

2. Students can have access to the CEU Health Insurance Plan provided by Generali Insurance Company during their first year of residence in Hungary, or

3. Students may enroll in the Hungarian State Health Insurance System (TAJ) immediately upon arrival, after signing a voluntary contract with them. The monthly contribution fee is 38,250 HUF (as of January, 2017) for their first year of residence in Hungary. Necessary documents are: registration card, address card, CEU Enrollment Certificate, national ID card or passport.

4. Students from EU countries who have already been residing in Hungary for longer than one year (and have registry card and address card) must be enrolled in the Hungarian State Health Insurance Systemthrough NAV (National Tax and Customs Administration)—unless they have a valid European Health Insurance Card from their home country’s health care provider—and pay the 7,110 HUF contribution fee per month (as of January 1, 2017). Necessary documents for the application are: E104 form issued by the enrollee’s state health care provider (stating that the person has no state insurance in the home country), Hungarian registration card and address card, Tax card, TAJ card, CEU Enrollment Certificate, national ID card or passport.

Child care for EU citizens: a child with a valid address card in Hungary will immediately be entitled to enroll in the Hungarian State Health Care free of charge and receive a TAJ card. The TAJ card can be obtained from the Center of the Hungarian State Health Insurance System (NEAK). Necessary documents: address card which can be obtained at the District Document Service Centers, birth certificate, passport of a child / passport of the representative by law (parent), registration card. Alternatively, students may use the insurance coverage for children of CEU students offered by Generali Insurance Company.

B. Non-EU citizens (citizens and/or residents of countries not part of the European Economic Area) can reside in Hungary with the following types of valid health insurance:

1. Enroll in any private health plan. If students bring own alternative insurance, it must comply with the minimum standards of the CEU Health Plan provided by Generali, or

2. Students can purchase the CEU Health Insurance Plan provided by Generali Insurance Company, or

3. Students may enroll in the Hungarian State Health Insurance System (TAJ) immediately upon arrival, after signing a contract with them. The monthly contribution fee is 38,250 HUF (as of January, 2017). The insurance is valid from the first day of the month after signing the document.

Necessary documents: Hungarian residency permit, accommodation reporting form, passport, CEU Enrollment Certificate.

Child care for non-EU citizens: to start the enrollment procedure for a child in the Hungarian State Health Insurance System, a voluntary contract must be signed on behalf of the child by the parent or by an authorized person. The monthly contribution fee is 38,250 HUF until the age of 18. Insurance is valid from the first day of the month after signing the document. Necessary documents: birth certificate, passport of a child / passport of the representative by law (parent), residency permit, accommodation reporting form. Alternatively, students may use the insurance coverage for children of CEU students offered by Generali.

By signing a voluntary contract, both EU and non-EU citizens will only be entitled to emergency services during the first two years.

However, if the amount of two-year fee and one extra month is paid at the beginning of the procedure in one sum, they will be entitled to full medical services. From the following month onward, enrollees are required to pay the monthly contribution. TAJ coverage ends provided that the payment of the monthly contributions stops; however, the ending of insurance coverage can be requested by asking for its termination.

Note that if the parent is enrolled in the Hungarian State Health Insurance System, his or her child is not automatically insured on those grounds. It is the same if the child has valid TAJ insurance, that is, the parent is not automatically insured on that basis. To have valid state health insurance they need to start the above mentioned procedure for the uninsured persons.

For adults (non-enrolled students) the monthly contribution fee is 63,750 HUF instead of 38,250 HUF!
